Second chance offer is an automated reminder which always appears if you have had more than one  bidder.

Some seller sell identical items by having a single auction. They sell to the winning bidder and make second chance offers to as many underbidders as they want to.

Occaisionally you may have a non-payer. After completeing an unpaid item dispute you could use the second chance offer.

Ignore it.

The reminder will hang around for a few weeks.

It is nothing to do with the buyer.  The second-chance option appears automatically where there are two or more bidders for the original. You can use it if you have a second, identical item available.  Otherwise you ignore it.
