If an item is running and seller wants to add BIN it is true that eBay requests that item is 40% more However if item has ended it is up to seller to set price. If seller has already relisted and you can agree a price seller just needs to revise item to that price. Provided there are no other bids of course . You make your bid and then seller can end listing and sell to highest bidder ie you.

I think it is only 40% extra if you want to add a buy it now.

If you come to an agreement with your seller as to what price you will pay they can relist as an auction at that price.

Do it at a time to suit you both.

You bid on the item and the buyer ends the item early to the highest bidder by clicking on More actions at the right of the item and then End Listing to Highest bidder.

ebay does NOT charge extra for relisting an item.

If that was the case, you could just list it as a new item.

If you relist an item, you will be charged the same amount to list it as it did the first time. But if it sells, you will get the original listing fees back.

The buy it now price has to be 40% higher than the "starting bid" price. However, the seller can sell it to you at a lower "buy it now" price. It sounds like she is looking for higher than the starting bid price so you should put in a higher offer if you wish to win the product :)

Only if the person wants to add a buy it now price on top of the auction starting price. What they can do is put a starting price on the auction and you place a bid on it and then they can end the auction early to you the highest bidder. You would however have to check that this is not breaking any Ebay policies.

Certainly not!  This seller is just trying to con you into paying more to cover his/her relisting fees!
